HMC (Halal Monitoring Committee) and HFA (Halal Food Authority) are two UK halal certification bodies. The main difference is stunning: HMC certifies only non-stunned animals, while HFA also permits a controlled, reversible stun that does not kill the animal before slaughter. Both require a Muslim to slaughter by hand and recite the name of Allah.

What is HMC (Halal Monitoring Committee)?

HMC, the Halal Monitoring Committee, is an independent, not for profit, registered charity that monitors, inspects and certifies halal products. It does not accept stunning, so animals must be slaughtered by hand by a Muslim who recites the name of Allah on each one. HMC verifies compliance at each point of the supply chain, from the abattoir through to retail outlets, using constant physical monitoring.

What is HFA (Halal Food Authority)?

HFA, the Halal Food Authority, has certified halal food in the UK since 1994 and audits both food and non-food producers. It is governed by voluntary trustees, and its surplus goes to the Halal Food Foundation, a registered UK charity. Slaughter is carried out by hand by a Muslim reciting the name of Allah. HFA permits a controlled electric stun of minimal amperage, checked by a veterinary surgeon so the animal does not die before slaughter, and it prohibits captive bolt and percussion stunning.

Why independent third-party certification matters

The most important line is not HMC versus HFA. It is whether meat carries independent, third-party certification at all. Both HMC and HFA are external bodies that audit and monitor the businesses they certify, so the halal claim is checked by someone other than the seller. A shop's own halal sign, with no certifying body behind it, is a self-declaration that no independent party has verified. Certification is what lets you see who checked the meat, and how.
